Well, it's disrespectful. And as a state action it's illegal. It should stop, and apologies should ensue. On the other hand, Muslim and Christian armies have been trying to convert each other by means of war for hundreds of years, and turning churches into mosques and vice versa. A coin? That's nothing, especially compared to conversion under threat of beheading or impalement. Not sayin' it's right, just not new and pretty mild as religious atrocities go.
